EUDR Compliance Services
Practical support for every stage of EUDR compliance.
EUDR Compliance Services
The EU Deforestation Regulation makes you prove where your raw materials were grown. If you place coffee, cocoa, soy, palm oil, cattle products, rubber or wood on the EU market โ or anything derived from them, from chocolate to furniture to tyres to paper โ you need the geolocation of every plot of land involved, evidence that production was legal in its country of origin, and proof that no forest was cleared there after 31 December 2020.
The hard part of EUDR compliance is not the paperwork. It is getting that data out of suppliers who sit several tiers away, in another country, and owe you nothing beyond a contract. That is the work we do.
Current Status of EUDR
The current legislative position of the EU Deforestation Regulation (EUDR) โ

Has EUDR been postponed again?
No โ and the Commission has said there will be no further delay. The EUDR was postponed twice, which has left a great deal of confusion and a great deal of out-of-date advice online. The position as of July 2026 is settled. The European Commission confirmed the timeline in its simplification package of 4 May 2026 and stated explicitly that there would be no additional postponement.
Large and medium companies comply from 30 December 2026. Micro and small companies from 30 June 2027. If your plan has been to wait for another delay, this is the point at which waiting stops being a strategy โ most of the work is supplier engagement, and suppliers take months, not weeks, to respond.
Does the EUDR apply to you?
Two questions. If you answer yes to both, the regulation touches you.
- Do you place on the EU market, or export from it, any of the seven regulated commodities or a product derived from them?
- Is your company established in the EU, or selling into it?
How much work does it mean?
Being in scope and carrying a heavy burden are two different things. Two factors decide which one you are facing, and they can differ from one product line to the next.
Your role. Only operators โ those placing goods on the EU market for the first time, or exporting them โ file a Due Diligence Statement. Downstream operators and traders register in the EU information system and keep records, but no longer file their own. That narrowing was introduced by Regulation (EU) 2025/2650 and it takes a large number of companies out of the heaviest obligations altogether.
Your origins. Sourcing from a country classified as low risk means you still collect the information and the plot geolocation, but you skip formal risk assessment and mitigation. Sourcing from a standard-risk country means the full process. Most tropical commodity chains sit in the standard-risk tier.
Establishing both, product line by product line, is the first thing we do โ and for a meaningful number of companies it is the last, because the honest answer is that their obligations are minimal.
What non-compliance costs
Penalties start at 4% of your annual EU-wide turnover. Alongside that: confiscation of the goods and of the revenues derived from them, exclusion from public procurement and public funding, and โ the one that actually stops a business โ goods held at the border.
Competent authorities must check a minimum proportion of operators every year: 9% for high-risk countries of origin, 3% for standard risk, 1% for low risk. These are floors, not targets.
Key dates for EUDR Compliance
31 December 2020 โ
The cut-off. Land cleared after this date makes the commodity non-compliant.
30 December 2026 โ
Application begins for large and medium companies, and for micro and small companies in the timber sector.
30 June 2027 โ
Application begins for other micro and small companies.
EUDR Compliance Services
EUDR compliance involves a connected set of activities: determining applicability, establishing a due diligence system, collecting and validating supplier information, submitting Due Diligence Statements, and responding to compliance or regulatory issues.
Our services are structured around this lifecycle. This allows organisations to begin at the stage most relevant to their current maturity and develop the processes needed to operate consistently across their business.
1. EUDR Readiness and Gap Assessment
This assessment establishes which products, CN codes and supply chains may fall within scope, and identifies a companyโs role as an operator, downstream operator or trader for each relevant flow.
We then review existing information, processes and controls against EUDR requirements. The review covers supply-chain visibility and supplier data availability, as well as the evidence, risk assessment and record-keeping processes needed to support Due Diligence Statements.
Clients receive a gap assessment and prioritised implementation roadmap. This provides a clear basis for directing resource to the most significant gaps, avoiding unnecessary work outside scope and building a realistic path to compliance.
2. EUDR Due Diligence System Implementation
Our specialists design and implement due diligence systems tailored to a companyโs products, supply chains and internal operating model. The focus is on creating practical processes that enable teams to collect supplier information, assess risk and retain the evidence required to support Due Diligence Statements.
Our support covers:
- Applicability of EUDR requirements across products, CN codes and supply chains
- Supplier onboarding and information-collection procedures
- Supply-chain mapping, including geolocation and legality evidence requirements
- Risk assessment methodology and mitigation protocols
- Governance, responsibilities and escalation procedures
- DDS workflow, record-keeping and evidence standards
The result is a documented system with clear ownership, defined evidence standards and processes that internal teams can apply consistently.
3. EUDR Managed Compliance Services
Maintaining EUDR compliance requires continuous supplier engagement, data validation, risk assessment and evidence management. We provide the operational support needed to keep these activities consistent, reducing the risk of gaps between due diligence requirements and the information held for individual transactions.
Our support includes:
- Supplier engagement, data collection and follow-up
- Review and validation of supplier information and evidence
- Risk assessments and identification of mitigation actions
- DDS preparation and TRACES support
- Evidence management and record-keeping
- Monitoring of regulatory developments and preparation for customs-related checks
This service can be used on a continuing basis or to support internal teams during periods of higher operational demand.
4. EUDR Compliance Review and Verification
An independent review provides assurance that a due diligence system is operating as intended and that the evidence held for individual transactions is adequate. It also identifies weaknesses before they are raised by a customer, auditor or competent authority.
Our team reviews the design and operation of the system, including transaction and DDS sampling, supplier evidence testing, verification gaps and the completion of corrective actions.
Where third-party certification or accredited verification is appropriate, we identify the requirement and support preparation for it.
5. EUDR Incident and Regulatory Support
EUDR compliance matters often require a prompt and structured response. Common examples include an invalid or missing DDS, incomplete supplier evidence, a customs hold, supplier non-compliance, a customer query or a request from a competent authority.
Carbon Complete helps establish the nature of the matter, identify the corrective action required and support remediation. The objective is to resolve the matter quickly while limiting disruption to supply chains, customers and commercial relationships.
6. EUDR Training and Capability Building
We deliver multilingual training that gives internal teams and suppliers the knowledge needed to meet their EUDR obligations. The training is tailored to executive, operational and supplier audiences, with practical guidance on the actions required from procurement, sustainability, quality, customs and supplier management functions.
Training covers the requirements that apply to a companyโs products and supply chains, and explains how these translate into day-to-day responsibilities. Topics can include:
- Product- and role-specific EUDR requirements
- Briefing and following up with suppliers
- Reviewing and sanity-checking geolocation data
- Evidence requirements, record-keeping and retention periods
- DDS and TRACES processes
- Internal controls and escalation procedures
The result is a team that can apply EUDR requirements consistently, engage suppliers with greater confidence and maintain the evidence needed to support Due Diligence Statements.
Independent by design. Our job is to build your due diligence system and stand behind the evidence inside it. We hold no certification and issue none. Where accredited third-party verification is genuinely required, we say so and introduce you to a body that provides it โ because the firm that builds a system should not be the firm that audits it.
How we work
1. Diagnose. Scope, role, size classification, country risk exposure, data gaps, roadmap.
2. Build. Due diligence system in place, supplier campaign launched, geolocation and legality evidence flowing.
3. File and run. Statements prepared and validated, reference numbers reaching customs, monitoring in place, annual review scheduled.
How long it takes depends almost entirely on your suppliers, not on us. Mapped, responsive suppliers move quickly. Smallholders you have never contacted directly do not. Tell us where you stand when you get in touch and we will give you a realistic view rather than a reassuring one.
Sectors we work with
- Coffee and cocoa
- Palm oil and derivatives
- Natural rubber and tyres
- Soy and animal feed
- Food and beverage manufacturing
- Automotive
- Furniture and wood products
- Cosmetics and personal care
The first four carry the heaviest burden, because they source predominantly from standard-risk origins where the full due diligence process applies.
Not sure whether you are in scope? That is exactly what the readiness assessment answers โ and if no further action is required, we’ll make that clear
